Rule BCD 16-2026 was filed Sep 30, 2026, and took effect Oct 1, 2026, replacing the 2023 OESC. The rule also adopts the IEEE C2 National Electrical Safety Code, and Oregon amends the NEC through a long Table 1-E. The BCD adopted-codes page lists no phase-in period for the 2026 OESC.
How Oregon adopts the NEC
BCD amends OAR 918-305-0100 under ORS 479.730 and ORS 455.030: a code review committee reviews the new NEC, the Electrical and Elevator Board reviews its results, and the division holds a public hearing before adopting. The 2026 OESC was filed Sep 30, 2026, with a Oct 1, 2026, effective date. No legislative approval step was found in ORS 455.030.
Cycle. About every three years, following the NEC cycle; rule history shows amendments effective Apr 1, 2021, Oct 1, 2023, and Oct 1, 2026.

Sources for the record itself come first, the state’s own records ahead of others. A label marks a source about something else, such as an exception. A source marked secondary is not the state’s own record.
