Six-month phase-in is over: Chapter 1 was mandatory Oct 1, 2025, and the construction provisions became mandatory Apr 1, 2026 (the 2022 OSSC was permitted through Mar 31, 2026). The OSSC also carries the 2024 IFC new-construction provisions and the 2024 IEBC; commercial energy provisions are in the separate OEESC.

How Oregon adopts the IBC

  • Agency rule

BCD amends OAR 918-460-0010 for each OSSC edition after a code review committee, review by the Building Codes Structures Board and a public hearing. ORS 455.030 requires advisory-board approval where applicable and notice of a public hearing, and ORS 455.040 makes the state building code uniform statewide. No legislative approval step was found.

Cycle. Roughly triennial, following the IBC cycle; rule history shows OSSC amendments effective Oct 1, 2019, Oct 1, 2022, and Oct 1, 2025.
