- ORSC Chapter 11, Oregon residential energy provisions
Residential energy provisions sit in ORSC Chapter 11, whose committee drafts mark Oregon-added language. The ORSC rule text that was checked does not mention the IECC, so this is treated as the state’s own code. The 2026 Chapter 11 is effective Oct 1, 2026, and mandatory Apr 1, 2027 (2023 ORSC permitted through Mar 31, 2027). The board approved it Feb 18, 2026. An optional Residential Reach Code is separate.
How Oregon adopts the IECC residential
Chapter 11 is updated inside the ORSC rulemaking (OAR 918-480-0005): the board’s residential energy code review committee drafts it, the Residential and Manufactured Structures Board approves it (Feb 18, 2026, for the 2026 edition) and forwards it to the administrator for rulemaking. Executive Order 20-04 directs BCD to set 2030 efficiency goals and to update the optional Reach Code when ORSC Chapter 11 and OSSC Chapter 13 are updated. No legislative approval step was found.
Cycle. Follows the ORSC cycle (editions effective Oct 1, 2023, and Oct 1, 2026), not the IECC cycle.
