How Oregon adopts the IECC commercial
BCD amends OAR 918-460-0500 to move to a new ASHRAE 90.1 edition; the 2025 OEESC rule (BCD 14-2024) was filed Dec 23, 2024, for a Jan 1, 2025, effective date with a phase-in to Jul 1, 2025. The Building Codes Structures Board assists the director with the structural and energy programs, and Executive Order 20-04 directs BCD to set 2030 energy goals and update the optional Reach Code. No legislative approval step was found.
Cycle. Tied to ASHRAE 90.1 editions rather than the IECC; rule history shows amendments effective Oct 1, 2019, Apr 1, 2021, and Jan 1, 2025.
