H.B. 313 (2025) changed the NEC from 2020 to 2023 effective July 1, 2025; NFPA’s table says 1/1/2025, which does not match the enrolled bill. The 2026 H.B. 65 still lists the 2023 NEC.

Exceptions

  • Political subdivisions may not enforce requirements more restrictive than the state construction code (per ICC state page)

How Utah adopts the NEC

  • Statute
  • The legislature names the edition in statute
  • A recent law changed the process

The Legislature names each edition in Utah Code 15A-2-103 and changes it by passing a bill, normally a bill effective July 1. The Uniform Building Code Commission reports on each new model code and the Business and Labor Interim Committee drafts legislation for the next general session (as described on ICC’s Utah page). No agency rule alone updates the edition.

Cycle. Irregular, bill by bill; the NEC moved 2020 to 2023 in 2025. Residential IRC and residential IECC are reviewed every other cycle per ICC’s state page.

How it was checked

Partial

Researched in the state’s own record. The seal stays broken until the passage is on file word for word.

The state’s record was last read on , from two source pages.

Evidence 2 sources

Sources for the record itself come first, the state’s own records ahead of others. A label marks a source about something else, such as an exception. A source marked secondary is not the state’s own record.
