H.B. 65 changes 15A-2-103(1)(a) from 2021 to 2024 IBC, section label ‘Effective 07/01/26’. The enrolled copy, DOE and the Fire Marshal’s page (IBC 2024) agree.

Exceptions

  • Political subdivisions may not enforce requirements more restrictive than the state construction code (per ICC state page)

How Utah adopts the IBC

  • Statute
  • The legislature names the edition in statute
  • The legislature sets the update schedule

The Legislature names the edition in 15A-2-103 and amends the Chapter 3 Utah amendments by bill. After each new model code edition the Uniform Building Code Commission has two years to report to the Legislature; the Business and Labor Interim Committee then drafts legislation (per ICC’s Utah page).

Cycle. Follows the ICC triennial cycle with a lag; 2021 IBC replaced by 2024 IBC effective Jul 1, 2026.

Laws, rulings, and other actions

  1. Legislation
H.B. 41 Construction and Fire Codes Amendments2026 General Session

Moves the wildland-urban interface code to the 2024 edition and amends 15A-2-103 effective Jan 1, 2027; its text of that section still shows 2021 IBC and IECC, which needs reconciling with H.B. 65.

Passed; mostly effective Jan 1, 2027, two sections May 6, 2026
