How Ohio adopts the IBC

  • Agency rule
  • The legislature reviews the rules and can block them

The Board of Building Standards formulates and adopts the Ohio Building Code by rule under ORC 3781.10, incorporating an ICC edition by reference with Ohio amendments. The agency holds a public hearing and files with JCARR (ORC 119.03); JCARR can recommend invalidating a proposed rule by concurrent resolution (ORC 106.021). A rule cannot take effect earlier than the tenth day after final filing.

Cycle. Irregular, roughly every 3-6 years (2017 base edition 2015, 2024 base edition 2021), plus five-year rule reviews.
