OSFM’s copy says ‘based on the 2015 International Energy Conservation Code’; a Council fiscal note describes the package as the 2009 IECC plus incremental measures from the 2012 and 2015 editions, so the NC code differs materially from a plain 2015 IECC.

OSFM says it became a permanent rule on Mar 24, 2025, after legislative review under G.S. 150B-21.3. Council documents use the 2021 IECC as the base document but adopt it with NC changes rather than wholesale. Effective date not set.

How North Carolina adopts the IECC residential

  • More than one path
  • The legislature reviews the rules and can block them
  • A recent law changed the process

The Building Code Council adopts the NC Energy Conservation Code by rule; the 2024 edition was subjected to legislative review under G.S. 150B-21.3 before becoming permanent on Mar 24, 2025. The General Assembly also delayed the 2024 code set’s effective date (S.L. 2025-2 s. 5.12). G.S. 143-138(d) required the Residential Code Council to review the energy code as it applies to residential construction by Jan 1, 2026.

Cycle. Irregular; the 2018 code took effect Jan 1, 2019, and the 2024 edition is stalled.
