How North Carolina adopts the IECC commercial

  • More than one path
  • The legislature reviews the rules and can block them
  • A recent law changed the process

The Building Code Council adopts the commercial energy provisions by rule; the 2024 edition went through legislative review under G.S. 150B-21.3. The General Assembly delayed the 2024 code set’s effective date (S.L. 2025-2 s. 5.12).
