OSFM states the 2018 Building Code is based on the 2015 IBC (in its Accessibility entry) and that the 2018 codes were adopted along with the 2015 International Codes. The 2018 codes remain in force while the 2024 code set (based on the 2021 I-Codes) awaits an effective date.

Adopted by the Building Code Council and approved by the Rules Review Commission; effective 12 months after the first day of the month following State Fire Marshal certification. Base edition 2021 comes from OSFM’s heading ‘2024 NC/ICC 2021 NC State Building Codes’.
How North Carolina adopts the IBC
The Building Code Council amends and adopts the State Building Code by rule, with Rules Review Commission approval. The General Assembly then delayed the 2024 code’s effective date by S.L. 2024-57 (to Jul 1, 2025) and S.L. 2025-2 s. 5.12 (12 months after State Fire Marshal certifies publication and a fully constituted Residential Code Council).
Cycle. Council-driven; historically about every three years (2018 codes effective Jan 1, 2019, 2024 codes adopted but delayed). Not statutory for the commercial codes.
