How Connecticut adopts the NEC

  • Agency rule, approved by the legislature
  • The legislature reviews the rules and can block them
  • The legislature sets the update schedule

The State Building Inspector and Codes and Standards Committee jointly adopt the State Building Code with the DAS Commissioner’s approval, on a nationally recognized model code, under the special procedure in CGS 29-252b rather than UAPA chapter 54. The code-making record goes to the Legislative Regulation Review Committee, which has 45 days to approve, disapprove or reject without prejudice; no action in 45 days is deemed approval. After approval the code is effective on posting on the DAS website unless a later date is set.

Cycle. Roughly triennial, following the ICC cycle; CGS 29-252 calls for revision within 18 months of publication of subsequent model code revisions. 2016, 2018 and 2022 codes took effect October 1; the 2026 edition is delayed.
