20 CSR 2030-2.040 (amended eff. Jul 30, 2020) names the 2018 IBC for evaluating professional conduct ‘in the absence of any local building code’; it is not a code enforced on buildings. ICC’s page also cites a 2009 IBC under the Architecture Practice Act, which the current rule supersedes.

Exceptions

  • State-owned building projects follow Office of Administration design guidelines (IBC listed, latest edition, no year named)

How Missouri adopts the IBC

  • Local ordinances

Cities and counties adopt IBC editions by ordinance under RSMo 67.280. The licensing board’s rule refers to the 2018 IBC and says it does not incorporate later amendments, so a later edition would need a new rule.
