How Indiana adopts the IBC
The Commission (IC 22-13-2-2 authority) adopts each code by rule under the Indiana rulemaking act: a subcommittee reviews the model code and drafts a rule, there is notice and public hearing, and the Commission votes to adopt a final rule. The docket then lists Attorney General approval, Governor approval and filing with the publisher before the rule takes effect (30 days after filing). HEA 1575 (2023) now has the Commission choose up to three codes to review each year, oldest first, and bars moving a code to a new edition within five years of its effective date; adopted rules also expire and must be readopted.
Cycle. Irregular historically (2009 and 2014 codes still in force in 2026); now a statutory rotating review of at most three codes a year, oldest first.
